Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – momentarily – to have been defused. A senior US official spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from various governments. Considerable effort is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, war remains the primary tool for achieving "settlement".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capacity provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming aerial threats flew past – sophisticated military planes provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense activated: defensive missiles deployed against a incoming threat. This was a sophisticated defense system at work, most likely supplied through Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: perhaps the hostile projectile won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Persistent Threats
Soon after, a large-caliber weapon opened up on a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its target.
With pauses, this carried on until dawn. Kyiv faced the morning news: seven people killed, damage and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are clearly incapable to replace in the short term.
Unsuccessful Negotiations
The detailed framework from Washington provoked deep reactions, controversy and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from US leadership adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually secure success. This trend will, no doubt, endure.
Tactical Assessments
It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a principle well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to pressure the Kremlin to surrender the areas that it already controls in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does minimal to prevent Kremlin actions, through words or deeds, from assuming that the situation will not change more in its advantage in the near future.
Conflicting Perspectives
Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are coming close to fatigue. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but averting a total frontline collapse until conditions improve in its benefit.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, individual motivations are becoming relevant: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward internal issues. And although their mission will now be much harder after latest incidents, it remains very improbable that this will change their overall approach.
These opposing factors are guiding negotiations.
Summary and Prospects
It took a only one week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all served their function.
While new plans based on established approaches are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect particular unwillingness to modify developments, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require sustained allied backing.
